					<description><![CDATA[Housing subsidies artificially inflate housing prices.  This makes housing more costly for others, thereby increasing housing insecurity and strain upon others, the taxpayers that have to pay for such programs.  I think Tempe should take precaution at throwing money at the housing market.  Housing works off of simple supply and demand, it is when the government gets involved that bubbles are created.  When housing 
is expensive (high demand), developers come in and pay wih their own money to build more houses.  Eventually, enough housing is built that supply brings down demand and prices fall.  If we want to be like San Fransisco and New York, then by all means subsidize and rent control.  Just remember that good intentions can lead to undesirable consequences.]]></description>
