By not adding shelter beds Mayor Woods avoids enforcing public camping bans and can continue to ask for MORE money that goes to programs that don’t work. The City of Phoenix is already facing a lawsuit for its failure to enforce laws and allow the homeless to commit crimes without consequences. This will be what it takes to get Tempe to actually DO SOMETHING.
